China's high-efficiency motor industry is developing rapidly and the promotion and application of carbon reduction is effective
China's electric motor industry is large. According to statistics, the national industrial motor output in 2020 is 323 million kilowatts. Motor manufacturing enterprises are mainly located in Zhejiang, Jiangsu, Fujian, Shandong, Shanghai, Liaoning, Guangdong and Henan, and the number of motor manufacturing enterprises in these eight provinces and cities accounts for about 85% of the total number of motor manufacturing enterprises in China.
The production and application of high-efficiency motors in China has been effective. According to the White Paper on High Efficiency Motor Promotion Project, the output of high-efficiency motors and remanufactured motors in China will increase from 20.04 million kilowatts in 2017 to 105 million kilowatts in 2020, with the output of high-efficiency motors rising from 19.2 million kilowatts to 102.7 million kilowatts. The number of manufacturers of high-efficiency motors and remanufactured motors increases from 355 in 2017 to 1,091 in 2020, and the share of manufacturers of motors increases from 13.1% to 40.4%. The market system for the supply and sale of high-efficiency motors is becoming more sophisticated, with the number of suppliers and sellers increasing from 380 in 2017 to 1,100 in 2020 and sales reaching 94 million kW in 2020. The number of enterprises using high-efficiency motors and remanufactured motors continues to increase, with the number of enterprises using high-efficiency motors increasing from 69,300 in 2017 to more than 94,000 in 2020, and the number of enterprises using remanufactured motors rising from 6,500 to 10,500.
The promotion and application of high-efficiency motors has been effective in energy saving and carbon reduction. According to estimates, from 2017 to 2020, the annual electricity saving from the promotion of high-efficiency motors will rise from 2.64 billion kWh to 10.7 billion kWh, with a cumulative saving of 49.2 billion kWh; the annual reduction of carbon dioxide emissions will rise from 2.07 million tons to 14.9 million tons, with a cumulative reduction of more than 30 million tons of carbon dioxide emissions.
China takes multiple measures to promote high-efficiency motors
China attaches great importance to the promotion of energy efficiency and high-efficiency motors, and has issued a number of policies related to motors and refined and implemented many promotional measures.
In terms of policy guidance, the focus is on improving the energy efficiency of motors and their systems and eliminating inefficient motors. Through the Industrial Energy Efficiency Monitoring Programme, the Motor Energy Efficiency Improvement Programme and the publication of the Catalogue for the Elimination of Energy-intensive and Outdated Mechanical and Electrical Equipment (Products), enterprises were guided and urged to eliminate inefficient motors. "During the 13th Five-Year Plan period, special inspections were carried out to improve the energy efficiency of motors in enterprises producing and using key energy-using products such as motors and pumps, and about 150,000 units of inefficient motors were identified and enterprises were ordered to rectify the situation by a deadline.
In 2020, the mandatory national standard "Energy Efficiency Limiting Values and Energy Efficiency Grades for Electric Motors" (G B 1 8 6 1 3 - 2 0 2 0) was issued, replacing "Energy Efficiency Limiting Values and Energy Efficiency Grades for Small and Medium-sized Three-phase Asynchronous Motors" (G B 1 8 6 1 3 - 2 0 1 2) and "Energy Efficiency Limiting Values and Energy Efficiency Grades for Small Power Motors" (GB 25958-2010). The release and implementation of the standards raised China's minimum energy efficiency standard IE2 to the IE3 level, constraining motor manufacturers to produce motors higher than the IE3 level and further promoting the production and market share of high-efficiency motors. At the same time, the latest energy efficiency label is required to be affixed to motors for sale, so that buyers can have a clearer understanding of the efficiency level of the motors they are buying.
In terms of publicity and promotion activities, we published promotional catalogues, conducted technical training and organised "energy-saving services to enterprises". Through the publication of six batches of the "Catalogue of High-Efficiency Electric Motors for the "Energy-saving Products for the People Project", five batches of the "Catalogue of National Industrial Energy-saving Technology and Equipment", ten batches of the "Energy Efficiency Star" Catalogue, and seven batches of the "Recommended Catalogue of Energy-saving Mechanical and Electrical Equipment (Products)", etc. We recommend high-efficiency motors and energy-saving equipment and products using high-efficiency motors, and guide enterprises to use high-efficiency motors. At the same time, the Catalogue of Remanufactured Products was published to promote the remanufacture of inefficient motors into high-efficiency motors and enhance the level of resource recycling. The Ministry of Industry and Information Technology (MIIT) also organised 34 "Energy Saving Services for Enterprises" events in 2021.
In terms of technical services, three batches of industrial energy-saving diagnostic services will be organised. From 2019 to the end of 2021, the Ministry of Industry and Information Technology will organize third-party energy-saving diagnostic services to 20,000 enterprises to assess the energy efficiency level and actual operation of key power-using equipment such as motors, fans, air compressors and pumps, help enterprises identify inefficient motors, analyze the potential for the promotion and application of high-efficiency motors, and guide them to carry out energy saving in motors.
In terms of financial support, high-efficiency motors are included in the scope of the implementation of the Energy Efficiency Products for the People Project. The State Ministry of Finance provides financial subsidies for different types, grades and powers of motor products according to their rated power, and the central government allocates the subsidies to high-efficiency motor manufacturers, who sell them to motor users, pumps and fans and other complete equipment manufacturers at subsidised prices. However, from March 2017, the purchase of high-efficiency motors from the catalogue of the "Energy-saving Products for the People Project" no longer enjoys the central financial subsidies. Currently, some regions such as Shanghai have also set up special funds to support the promotion of high-efficiency motors.
In order to meet the national energy-saving policy and carry out energy-saving technology of high-efficiency motors, the 6th China International High-Efficiency Motor and System Energy Saving Summit 2022 will be held in Hangzhou on 26 September, organised by Today's Motor Platform.
